AnyoneButChow.ca opposes Olivia Chow’s re-election. Its factual sections use official reports, council records, TTC documents, watchdog findings and contemporaneous journalism. Criticism and context appear together so readers can judge the record rather than a slogan.

Policy shortfall
CMHC reduced Toronto’s Housing Accelerator Fund allocation after a sixplex commitment was not fully met.
Council did not approve citywide sixplex permissions. Zoning resistance predated Chow, and some multiplex reforms still advanced.
Controversial fiscal strategy
The City’s 2026 budget launch identified roughly $1.7 billion in reserve-fund draws alongside a 2.2% combined residential increase.
Whether the draw was prudent is political judgment. The official budget also cites efficiencies, provincial support and a stronger credit rating.
Verified administrative failure
Council waived fees, restored occupancy statuses and directed a redesigned declaration process after the 2024 rollout generated widespread complaints.
The tax predates Chow. The failed administration occurred during her term, and she supported corrective action.
Verified operational failure
The formal winter-storm review documented accessibility problems, uncleared routes and public frustration after the February 2025 storms.
Chow called the response unacceptable and ordered a review. Some contracts and operational systems were inherited.
Unresolved service outcome
The TTC reported bus on-time performance of 77% in April 2026 against a 90% target.
Congestion, construction and operating conditions are real constraints. The accountability question is whether funded service arrives dependably.
Policy reversal
She initially supported less than the police service’s full request, then backed the complete request one day before council finalized the budget.
Police funding increased under both positions. The criticism concerns indecision and messaging, not a literal defunding of police.
Verified administrative failure
Ombudsman Toronto found that City staff mishandled a rooming-house outage involving heat, water and power.
The watchdog identified arbitrary enforcement and failures across City divisions. Chow publicly criticized the staff culture.
Controversial governance decision
A mayoral motion rescinded the board’s membership and replaced it with City officials while a governance review proceeded.
The measurable test is what changed afterward: revenue, Bike Share, EV charging and operational performance.
Controversial proposal
The federal government rejected the request to exempt personal possession of small quantities of controlled drugs.
The application process began before Chow became mayor. The fair accountability question is whether supporting it remained the right municipal priority—not whether it caused the overdose crisis.
Unresolved outcome
Toronto expanded shelter capacity while residents and service providers continued to report visible homelessness and pressure on public spaces.
The crisis is inherited and shaped by housing, health, justice and intergovernmental policy. This site does not assign sole causation to the mayor.

Toronto entered the term with post-pandemic service pressures, old contracts, housing shortages, refugee-shelter costs and a structural municipal funding problem.
Chow criticized the Vacant Home Tax rollout and snow response, supported corrective measures and backed the full police budget request before the final vote.
